Active USIP Cooperative Agreements and the Absence of NASA Appropriations

Question: The US government is partially shut down, what does that mean for awards made under Undergraduate Student Instrument Project (USIP) Cooperative Agreement Notice (CAN) Solicitation: NNH15ZDA010C?

Answer: NASA is currently closed due to a lapse in Government funding. Most civil servants are on furlough status; therefore unable to respond to messages. The civil servants at NASA Headquarters, Wallops, Ames, Armstrong, Langley, Kennedy, etc. who work the USIP CAN are not available during the lapse in NASA funding.

On December 26, 2018, USIP Awardees, most likely via their sponsored research offices, will (or have already) received formal notification of the shutdown from the NASA Shared Services Center (NSSC).

Included in the formal NSSC email notification is specific guidance regarding the performance of your USIP cooperative agreement. If you have questions or concerns during the NASA closure, first contact your sponsored research office and work through them.

Whether or not a USIP awardee will be able to continue to perform work during a Government shutdown will depend on whether (1) access to a NASA installation or (2) participation of NASA personnel/IT resources, etc. is required and (3) available funding.  Special Condition § 1260.53 Incremental Funding (for awards subject to 14 CFR Part 1260) or Term and Condition 1800.921 Incremental Funding (for awards subject to 2 CFR Part 1800) of your cooperative agreement specifies the total amount of funding that has been allotted to your cooperative agreement.

You are also reminded the Agency is not obligated to reimburse your institution for the expenditure of amounts in excess of the total funds allotted to the USIP cooperative agreement.
