The National Aeronautics and Space Administration (NASA) has released a draft of the Earth Venture Continuity 1 (EVC-1) Program Element Appendix (PEA) to the Third Stand Alone Missions of Opportunity Notice (SALMON-3) Announcement of Opportunity (AO) for community comments (NNH19ZDA007J). The full text of the draft solicitation is available on NSPIRES: http://nspires.nasaprs.com.

EVC-1 is part of the Earth Venture (EV) portfolio under the Earth System Science Pathfinder (ESSP) Program and will be the first solicitation in the EVC series. The EV portfolio consists of regularly solicited, competitively selected, and cost and schedule constrained Earth science investigations as recommended in the 2017 Decadal Survey report. The PI-Managed portion of the Mission Cost Cap for EVC-1 is $150M in FY 2019 dollars and NASA plans to complete the selection using a single-step process.

Participation will be open to all categories of organizations (U.S. and non-U.S.), including educational institutions, industry, not-for-profit organizations, Federally Funded Research and Development Centers, NASA Centers, the Jet Propulsion Laboratory, and other Government agencies.

The comment period for the Draft EVC-1 SALMON-3 PEA ends on December 7, 2018. Comments on the draft subject line to read "EVC-1 Draft AO" should be addressed by email to: david.b.considine@nasa.gov. Responses to all inquiries will be answered by email and/or anonymized versions posted weekly at the PEA Questions and Answers (Q&A) section of the EVC-1 Acquisition Homepage: https://essp.larc.nasa.gov/EVC-1/.
